What Does NYSADSA Tell Our Government?

New York State must invest substantial funds into home and community-based services to support the shift in delivery of care and comply with the Olmstead Supreme Court decision.

Adult day services sustain elderly, frail, and other vulnerable adults in our communities by providing essential help with activities of daily living. Adult day services can maintain and strengthen an individual's physical and cognitive abilities through structured, therapeutic activity programs that encourage socialization with peers.

Adult day services offer respite for family and caregivers. This allows caregivers to continue to provide the majority of care to individuals, while remaining productive members of the workforce. According to the New York State Office for the Aging 2003 report, "The Graying of America,":

*Caregivers provide an average of 22.1 hours per week on caregiving activities;

*Almost 33% (one-third) of caregivers spend more than 40 hours per week on caregiving activities;

*Home and community-based caregiving saves the healthcare system of New York State approximately $11.8 billion annually.

Many adult day programs provide supportive services to caregivers that extend their abilities through case management, education, and support groups.



2010 Requests From NYSADSA 

As the baby boomer generation grows older and the aging population increases exponentially, the need for an expanded system of community-based care alternatives becomes even more critical.

*In 2009 (2008-2009 final funds available), the New York State Legislature provided $1.07 million to social adult day programs statewide. That enabled programs to continue, but barely meets the current need for services. In his 2010-2011 Executive Budget, Governor Paterson has allocated $872,000. This represents nearly a 22% reduction in funding, at a time when the requests for social adult day services continue to increase. 

*NYSADSA seeks an additional $5 million to provide funding to enhance the services of existing programs, and to begin new programs to meet increasing needs of participants. Funding must be made available to bring services to under-served communities. According to a 2001 Robert Wood Johnson study, New York State's average per person fee is $59. The average daily cost per person is $64, and more than 21% of adult day centers operate at a deficit. 

*NYSADSA has advanced the concept of the Enriched Social Adult Day Model, based upon the understanding that the needs of persons with chronic disabilities (including Alzheimer's and related disorders), and their caregivers changes over time. Services provided via the enhanced social adult day model would be provided in the least restrictive care setting, and payment would reflect the level of service provided to the client.

*NYSADSA supports efforts to provide $10 million in state funding for increased transportation services. Adult day services, for very frail participants in particular, require attended transportation services. These individuals cannot travel alone. In the absence of adequate transportation, their participation in adult day programs is severely limited. Transportation is a major program expense, and this can only be supported with additional funding from New York State. Providing transportation to adult day programs relieves the caregivers' burden, while simultaneously keeping them in the workforce.
